There was an armor special ability somewhere that increased or nullified the maximum dex limit...
Nimbleness: This type of armor feels lighter and less restrictive than other armors of its type. While the actual weight is unchanged, the Maximum Dexterity bonus increases by +2, and the armor check penalty decreases by 1. Caster Level 8th;
Prerequisites: Craft Magic Arms and Armor,
cat's grace; Market Price: +1 bonus.
This in FR Magic of Faerûn. I'ts pretty balanced and the party ranger always goes for it, usually with a mithril chainshirt, to get the most out of that +8 Dex they get later on, and it isn't that expensive, just 5,250 gp, which isn't bad for getting a potential +13 to your AC, which is much cheaper than getting an equivalent +4 Full-plate (which cashes in at 17,500 gp). Of course, if you go all the way, you get the +5 nimble mithril chainshirt, which grants you a +17 (+5 magic, +4 armor, +8 Dex) to AC (at 37,250 gp), or a +5 nimble mithril full-plate that gives you a +18 (+5 magic, +5 Dex, +8 armor) to AC (at 46,650 gp).
When you get right down to it, the walking tea-pot will be better in the long run, but it's only good for PC's with relatively low Dex bonuses (just 20 or 21

), while the first option is good for elf rangers that by level 10 will obviously already have their gloves of dexterity +4

to get their Dex to 26 (18, +4 enhancement, +2 racial, +2 ability increases at 4th and 8th level).
