You're right, UMD, by itself, doesn't do any of that stuff. However, UMD, with Imbue Item, does let you emulate having access to 9th level arcane and divine spells, if you roll high enough.

Yes, but that's a function of the Imbue Item ability; it has you make a skill check with UMD to perform a function that you couldn't otherwise do with that skill.

What I'm getting at is that I think it's a bit silly to say Imbue Item gives you enough power to make a scroll of wish, but it doesn't give you enough power to emulate being able to cast 0-level spells for making magic items.

That isn't what was being said though. I conceded that Imbue Item might let a warlock make a phylactery. What I was saying was that using UMD to cast spells from scrolls won't count as "being able to cast spells" for purposes of building a phylactery.
