4e rules seem to assume standard situations and don´t cover special cases... but they specifically state that there are many exceptions which overwrite the standard rules, and so it seems allowing to shoot over your unconcious friend seems quite rule conform...

you decide: do you want to play a roleplaying game or a board/computer game?

If it was free, then we would have a very serious problem because when all your allies "ducked," all the enemies would probably follow suit in order to avoid the Burst/Blast... and combats would turn into ring-around-the-rosey games ;)

Thankfully, it's a minor action, which means you can only do it on your turn... and become vulnerable to melee attacks and lose both a minor and movement action to drop prone and stand back up.
