I think it's goodness goes beyond the first few levels.
Rules as written: If using the Healer feat second feature, it heals 1d6 + 4 hit points per rest, and if so, also cannot use the first feature for an extra 1 hit point later.
I mentioned this earlier to someone else in the thread, but the two 17s would be terrific for MAD classes. This Human would be the only Paladin using point-buy who could have 18s in both STR and CHA at Lv. 4, or the only Monk at that level with 18s in DEX and WIS. In both cases, that's very strong. Now this is a good idea! That offers a lot of options. You can get two 17s, and boost them both to 18 at 4th level; or you can get a 17 and a cheap 16, giving you extra points to spread around your other stats, and go for a half-feat at 4th; or you can get two 16s and a whole bunch of extra points... the more I think about this, the more I like it. Like the standard human, its primary benefit is superior stats; like the variant human, it's good enough that you don't feel like a chump for playing one.
CLW @ level 4 (2nd level slot) = 2d8+4 = 13 hp
Healer at level 4 = 1d6+4+4 = 11.5 hp
