the Halfling has the same strength, but his arms are shorter -> he can pull the bow cord backwards for less distance -> less energy in the bow -> less energy in the blow -> less damage !

Yeah, this is really the crux of it. I found this out when studying the Draw Force curve. For me its a good thread if I walk away knowing that I know less than I thought I knew.
