Everyone who uses Half-Orc as the best race for Barbarian, as the Half-Orc is written in the core rules...

You're speaking filthy human lies. Sheer madness.

Since Barbarians aren't heavily-armored, they need to rely more on mobility, which requires skills-- Climb, Jump, Tumble (cross-class)... Half-Orcs not only lose the Humans' extra skill point, but the loss of two points of Intelligence puts them two skill points behind. Barbarians also need Survival, Listen, and Spot...

Even Intimidate, the Barbarian forte, is hurt by the Charisma penalty.

Have you looked at 3.5? Half-elves got bonuses to stuff that basically applies to bards and the occasional rogue only. Bards have abilities only dreamed of by 3.0 bards. Half-elves are the only race that actually gives bonuses to bards, even if they are minor bonuses. They are now a perfect fit.
Besides, people malign both for being combat ineffective. Bards aren't about combat effectiveness, they are about social interaction and buffing. No race helps the buffing part, but the interaction is what half-elves are good at.

Psychic Warrior: Human, Dwarf, Half-orc

Wizard: Gnome, Dwarf, Human

I have been impressed by the improvements to the weaker classes from 3.0 to 3.5 (esp. bards & rangers).

Humans are good choices for any class
other than that

Barbarian Half Orc, Gnome, or Dwarf. Your choice of Con or Strength. Gnomes +1 hit cancels out the strength penalty and the bonus to AC helps the limit on armor

Bard Gnome or Half Elf. Spells or Skills? It's your choice.

Cleric: *shrug* Elves. They aren't significantly hurt by con though dex is hindered by the heavy armor. Still the prof. help and you can make a good cleric/archer. Gnomes and Halflings are hurt by their size.

Druid: Gnome or Elf. They are nature lovers. Their skills apply well. Low Light Vision works well.

Fighter: Dwarf or Half Orc. Any explanation needed?

Monk: Half Orc or Dwarf. Neither penalty hurts(Int minorly in the orc's case, but the strength helps immensely) and the bonuses work well.

Paladin: Half Elf. Sound crazy? Well Dwarf and Half Orc hurt by Charisma, Gnome and Halfling by size. Elves could get by, but the LG alignment is hard for Elves.

Ranger: Elf. Archery...any question? Dwarves make a good two weapon fighter as do Gnomes.

Rogue: Halfling. The class was tailored to them.

Sorceror and Wizard. Gnomes, no question. Bonus to Illusion and Con make Gnomes the easy choice.
