Bit rusty w/ Flurry of Blows

That explains one thing - playing a monk.

If the character suits you, that's fine, but monks have a reputation for being weak and poorly-designed. (It's an accurate reputation.)

There's a player in my group who just started 4th Edition (he had previously played 2nd Edition) and kept getting confused by his attack bonus, as he didn't know how weapon proficiencies worked in 4e and the weapon on his character sheet - made in the Character Builder by the DM - wasn't in the Player's Handbook (which he does own). I figured this might have been a similar situation, which is why I tried to detail all the math.

some do not like the errata and faq docs, but there is a good explanation of flurry in the faq, and how it interacts with rapid shot and/or two weapon fighting, should you go that route.
 

Ok, so he could only use the staff to hit either once (+4 to hit) or use as a double weapon. (at -1/ -5 to hit?)
No, he could hit once with the staff (+4 to hit), or flurry with the staff (+2/+2 to hit), or use the staff as a double weapon with whatever TWF penalties apply.

(I'll skip the question of whether he can flurry and TWF.)
 

Agreed. The staff is a two handed weapon, so combining that with an unarmed strike is problematic. He doesn't have a free hand. (Perhaps a kick?)

But in any case, he can't combine them at third level, when he only gets one attack per round.
