Can a 1st level wizard cast spells from a staff?

AFAIK you cannot lower the level below the minimum needed to cast that spell - no staves of 1d6 fireball spells.

Okay. Yes, you can lower the caster level, but only to the minimum required to cast the spell or 8th level (the minimum allowed by the SRD), whichever's lower.

Actually, the opposite is true. The minimum caster level for a staff is the minimum level required to cast the spell(s) in the staff or 8th caster level, whichever is higher. So you cannot create a staff with a CL below 8, even if the only spells it stores are ray of frost and daze.

From the SRD:

The caster level of all spells in a staff must be the same, and no staff can have a caster level of less
than 8th, even if all the spells in the staff are low-level spells.
