We always played that way and it was never a problem. Ok, Shocking Grasp wasn't that strong yet at low levels and Vampiric Touch has never been too strong... but well. It was ok. Except for Harm.

Vampiric touch isn't that strong... until you start seeing high level enemy Arcane Tricksters coming at you... Flanking! ;)

I'm not sure why they didn't just define touching as a free action. After all, they allow you to touch up to six friendlies in one six-second round, so why not be a free action for at least ONE touch in normal circumstances?

EDIT - Scratch that; I can jsut see people abusing the heck out of that. Even with a limit of once per round put on it, you'd be allowing two attacks a round to get that spell off.

It seems to me that this section "You can automatically touch one friend or use the spell on yourself, but to touch an opponent, you must succeed on an attack roll." means that you can cast move and touch a friend (willing target) but you must use an attack, and hence, some sort of attack action, in order to hit an enemy.

Well whaddya know? I'm playing a wizard who's gonna specialize in touch spells and rays, and I've been playing it that she's gotta cast the spell within the opponent's threatened area if she wants to hit them with the touch this round. Guess what new tactic I'll be trying next week?

Reading Spell Descriptions (part six) said:
Attempting to touch a recipient requires a melee touch attack and that is part of the action used to cast the spell during the round when the spell is completed. If the recipient is willing to be touched, it's usually best to just assume the caster touches the recipient.

If the caster does not touch a recipient then (either because she doesn't try to or the melee touch attack fails), she must use an action (usually the attack or full attack action) to touch a recipient during a later round. This is called "holding the charge." A caster holding a charge is considered armed and can use an attack of opportunity to make a melee touch attack and deliver the spell.

Looks like the caster must either touch the recipient/target during the same action the spell is cast or must use an attack action in a following round in order to deliver the spell. So no cast-move-touch in one round for the caster.

Except you're wrong, going by the RAW. See my post above for a direct quote from the SRD.
