It fits the bill... as long as you're not using all WotC products.

Wishes grant Inherent Bonuses (as do the Tomes/Manuals). 1 Wish for +1, 2 wishes for +2, 3 wishes for +3, 4 wishes for +4, 5 wishes for +5. Inherent bonuses do not stack. So, if you already have a +1, another +1 doesn't do anything for you. So, the most economical way to boost stats with inherent bonuses is to do all +5 at once, and only use 5 wishes.

I'm an inherently (:)) nice DM, and so I just allow each wish to give +1 up to a max of +5 after 5 wishes.

After all, what heinous crime does WotC prevent by the silly provision that the wish gives an inherent bonus as against improves an inherent bonus? None that I can see. The 5000xp cost rather means that high level wizards etc can't (and won't) use it willy nilly!
 

I always had a problem with the 5 wishes at once... what's the limit for "at once"? You need 5 rounds to cast it, why shouldn't they stack anyhow if you cast some of them the day after?
 

assumptions made:
Rules: 3.5
Level: 20
Start CHA : 18

Character Level Raises = +5
Cloak of +6 charisma = +6 enhancement bonus
Tome of Leadership +5 = +5 inherent bonus

breastplate of command = +2 competance on CHA checks, turning and skills
circlet of persuasion = +3 competance on CHA skill checks

Giving 34 CHA and +17 on skill checks.

Using a 3.0 option however:

Shield with Command option = +4 compentance bonus to CHA

Command option (A&E pg92) +4 Compentance bonus to CHA, +2 Will saves to allies in 30' and -6 on hide; so you not going to hide anywhere!

So CHA now 38 until A&E upgraded.

Now for spells.

I could not find any standard WOTC spells from 3.5 apart from Eagles Spendor that effects charisma. However BoED/BoVD may have some I'm not aware of - help anyone.

Have I missed anything?

in 3.5 shouldn't it be 34 and +15 on skill check since the 2 competence bonus don't stack ?

Not just that- manuals and tomes are EXTREMELY expensive to make, as well as to cast Wishes. Think about it. If you were a 20th-level Wizard, and you wanted to increase an ability score by +5, or make a single +5 manual, you're gonna have to part with 25,000 XP- which is more XP than it costs for you to become Epic Level. So you either level up, or you raise an ability score. That's it.

Does the limitation that you can't spend XP that would take you below your current level still apply? If so then you can't do it at all until 25th level.

Unless I'm talking rubbish!

You cant spend enough to go down a level, but then if you get enough to go up a level you arent forced to do that. So you could forgo a level, save up, and then break out the tome ;)

Hm, so how long can you delay going up a level? Could you stack up XP but still get higher amounts of XP for being lower level than the rest of the party, then splurge it all at once in a multi-orgasmic frenzy of levelling?
