Cleave: Give me room to work, my minions!

As others have pointed out, you will then be more concerned with martial powers who deal automatic damage, no matter if they hit or not, because of the abstract hitpoint concepts.

It's all intertwined.

Then why the heck is it called cleave?? You don't cleave through anything now. Now we have:

You almost hit the Guy next to your target, tiring him a little bit.
or
You Almost hit both guys, but the second is less tired than the first one.

In the encounter, are the rats your enemies? Because if they are not, then cleave is not even relevant. You attack one enemy, if you hit you can do paltry damage to another enemy.

What is being discussed borders on the absurd. Do we need rules that say that your character needs to breath to survive? And if we do, does it mean that the rules should also say that they need breathable air, not water to survive? No because it is unnecessary.

This is only a problem with DMs that allow absurdity in their games and play with absurd players. I'm pretty sure there is no need to add a bunch of rules for every single stupid idea that a player can come up with. If we do need those kind of rules, it's no wonder that the RPG market is shrinking.

I find it odd that Cleave, an at will power, automatically damages the secondary target when Passing Attack, an encounter power, requires a secondary attack to do so.

Maybe cause it has the possibility of doing from 6-16 points of damage, while cleave does a lot less than that (3)?

guys,
there's gonna be a section in the DMG that defines valid targets. All the "bag of rats" or "PC is dominated" situations should be covered in this. I can't recall where it came from; either a podcast or random dev post. So for any DM in the unfortunate position who has to deal with bag-'o-rats there will be a ruling to back it.

I hope either the PHB or the Adventurer's Vault/ Tome of Treasures/ Magic Item Compendium/ Stuff-you-alway-wanted-to-buy-but-never-dared-to-pay-for/ Whatever-it's-called-today-book does contain a bag-'o-rats. It might be the 10 ft pole of the 3rd and 4th edition, and it deserves a place in the equipment list!

Just to toss in 2 cents on a topic discussed earlier. The dev's seem to have made it a point that early powers are still useful later, and 3 HP at later levels isn't going to be worth much (assuming minon's don't all die in one hit, which makes sense to me). Perhaps this means that the formula for Cleave is more complicated than just +Str. Something more akin to 1/2 level + Str or 1/4 Level + Str. Though that might end up being to powerful at later levels.
