Question:

PC1 goes to negative HP and falls unconcious.
PC2 then casts a spell such as mass bears endurance, giving everyone a temporary HP bonus due to increased CON.

Does PC1 recover?

Assuming his hit points are no longer negative? Sure.

Where is this stated in the rules, if it is at all (to show to my DM--he he)?

Hmm. Interesting.

Strictly, if it's not as a result of healing that his hit points are 0 or above 0, he doesn't satisfy the requirement to become conscious, fully functional, or even, in fact, stable. Those are all prefixed by "healing that raises..."

He can lose the dying condition (since that's defined as being between -1 and -9 hit points), but he can have 10 hit points (say) and still be unconscious and losing 1 a turn.

On the other hand, if he's unconscious because his non-lethal damage exceeds his current hit points, then an increase in current hit points that causes them to exceed non-lethal damage will allow him to regain consciousness, whether or not it results from healing.

One possible note that might be useful is from the Condition Summary of Unconsciousness:
Unconsciousness can result from having current hit points between –1 and –9...

From "having current hit points", not from "having had current hit points". But strictly, unconsciousness did result from having current hit points; it's simply persisting even after that changes.

Interesting.
