i read this from the start, and i want to know if i got this straight:

-you've made a 1st lvl character
-you want to give him wealth(in the form of a magical item)
-what value is the item, for determining gp limit

if i got this straight, i think you should consider the fact that a character has a history(unless you want to make a 2-year old fighter). think about how he acquired the item, did he find it? was it a gift? did he slay a monster and retrieved it? then i think you should count it full gp value.

you should only count magic items at creation cost if they made it themselves, but you can't spend so much xp that you lose a lvl so if you made a 1st lvl character he wouldn't have any xp to spend.

The xp cost is a real, but modest cost.

A big part of the cost is the item creation feat itself.

From the balance POV, it is pretty obvious that a wizard who can make wands will have greater nominal wealth than one who never crafts items. This applies both to newly created and ongoing characters. I do not see any problem with that; certainly it is how the feats were designed to operate.

Comparing two wizard of exact same wealth in "market value", it is obvious that the one with no item creation feats is more powerful. I am not quite sure what the point is of getting item creation feats at all if you do not gain any benefit.
