You mean rewriting the suggestion spell to allow harmful suggestions?
It does allow multiple targets as it's written. I like the ignoring mental defenses, but, really, I think the best boost would be letting him maintain it as a free action.

That would be fine. The main thing is that I don't want it to need an action to maintain the fascination effect. That would really handicap the Lizard Lord.

Creatures meeting the lizard lord’s gaze must save vs. spell at a -3 penalty or become susceptible to the lord’s suggestions.
That makes it much less powerful than a gaze attack like the medusa's. Besides, the original monster says
