How about DR 10/-? At that CR, it wouldn't be excessive.

If we want to add a tongue, which I'm still not convinced about, I'd make it a melee attack, perhaps with exceptional range (in hybrid form). A trident will work for the weapon.

I'd say we can get away with standard alternate form, right?
Alternate Form (Su): The lizard lord can assume the form of a humanoid, a lizard, a giant lizard, or a lizard-humanoid hybrid (which appears similar to a lizardfolk). When in animal or hybrid form, the lizard lord gains the use of Multiattack and Mobility as bonus feats. See the statistics block for the lizard lord's abilities while in hybrid or animal form.

I'm not that bothered about the tongue attack. That's why it's still in questionable red.

It'll need to be a mondo magic trident, of course.

Looks OK to me, except I'd cut out that last sentence, since it doesn't seem to serve any useful purpose.

Let's see, we gave Hawk Lady two +7 weapons so we ought to give Lizard Lips a single +8 weapon if we want to balance the costs.

Speed is +3 and Wounding +2, so it'd have to be a +3 wounding trident of speed to get the same plus-total.

...or a +3 trident of wounding speed.

...or a +3 speedy wounding trident.

...or a +3 wounding trident of speediness.

...or a +3 speedy trident of wounds.

Hmm, you know it will be unlikely to use its trident as a ranged weapon as it is. Perhaps we should add the returning property?

I suppose we could gift it a poisonous/toxic bite, but that would be stretching it from the original monster.

You didn't want a tongue attack, which would be even more of a stretch.

Do you want to give the "all lizard" form a claw or tail attack, or are you OK with it as is? If we go for a tail-slap, we could give it tail-sweep too.
