Personally I'd prefer if there weren't any set characters or on-going story line. I think it be cool if every episode was its own stand alone story and set of characters like the original Twilight Zone or Tales From the Crypt. As long as there was a narrated introduction by the DM I believe it could work.

When i read 'invited to pen and develop a pitch,' it sounds kinda like 'we own the rights to this property and we've got no damn idea how to actually turn it into a thing you can see on screen, let's ask yet another writer if he has any ideas'.
No, it's a very typical part of the development process. We don't know how much of a detailed starting point he got, but asking for multiple takes is very normal.
