Yes.

1) It can use the hide skill while being observed.

2) It can hide without "anything to hide behind" (read as: without cover or concealment). It doesn't matter what type of vision the foe is using. This part is based on the nearness of the shadows, and makes no exception for people who can see through the shadows.

Great, So "hide in Plain sight" does allow a player to hide in plain sight from a character with dark vission, it just need a bit shadows nearby :cool:

If it is granted by Shadow Dancer, yes. There are other sources of Hide in Plain Sight that function differently.

If it is a 17th level ranger, they just need to be in a natural environment. Imagine a 17th level dwarf ranger hiding in a lightless cave without cover or concealment (thanks to Camouflage) while fighting a party of drow. It makes complete sense that the ability works there despite everyone involved using darkvision.

Although there is another difference: The Shadow Dancer is (Su), the Ranger is (Ex). So at this point I guess we just say "it's magic!" and be done with it.
