Nah. The only powers in the game that are weapon and implement are the Hexblade powers that are intended to be used with a weapon that is also functioning as your implement. Remember, adding the "weapon" keyword in means you get to add your weapon proficiency bonus in -- which in this case since it's Ability vs Fort, shouldn't be necessary. There's nothing wrong with a melee Implement attack -- there are plenty of Melee 1 and Melee Touch implement attacks in the game.
And yeah, it's fine. +Striker and +Controller, sure, but interesting and not overpowered. Same for the ED.
