Description of "Slowed"

Hi all. I am new to 4.0 and I am having some sort of brain-meltdown because I cannot seem to find out exactly what the effect of being "slowed" is. I have searched the PH and DMG to no avail. I am sure it is something simple but could someone point me in the right direction? Thanks.

Slowed is with the rest of the conditions on page 277. It reduces Speed to 2, and prevents Speed from increasing above two.

Has there ever been any clarification on whether you can Run or double-move when you are Slowed? I have always assumed yes, but I know others disagree.
They can disagree all they want (and there was a multi-page 'rules lawery' thread on this a while ago) but slowed makes your speed 2. That is it. Nothing else changes so you can:
1. Still shift (your speed has no effect on your shift)
SHIFT: MOVE ACTION:
Movement: Move 1 square.
2. Still run (4 squares, 2 speed +2 run =4) with all the disadvantages of running, granting CA etc. Running doesn't increase your speed it increases your distance moved
RUN: MOVE ACTION:
Speed + 2: Move up to your speed + 2. For example, if your speed is normally 6, you can move up to 8 squares when you run.
3. You can still double move or double run.
Same Move Action: To double move, you have to take the same move action twice in a row on the same turn.
One Speed: When you double move, add the speeds of the two move actions together and then move.
Quotes are from the compendium.

You are just slowed, which means you are slower, nothing else. End of story :)

Slowed: Your speed becomes 2. This speed applies to all your movement modes, but it does not apply to teleportation or to a pull, a push, or a slide. You can’t increase your speed above 2, and your speed doesn’t increase if it was lower than 2. If you’re slowed while moving, stop if you have already moved 2 or more squares.

Yep, machpants got it. A Slowed character could still move 8 squares in a round, by doing two running move actions.

A related note to anyone used to playing WFRP: I keep having to remind myself that "running" in D&D is a vastly different concept from "running" in other games.

(In WFRP, your Speed is practically the same as in D&D, because although your Move is 4, squares are 2 yards instead of 5 feet. However, when you run, you move triple your speed as a double move. In D&D terms, running would do your Speed +3 not +2 assuming a normal Speed of 6)

Running doesn't increase your speed it increases your distance moved
Hang on a sec...

Doesn't this mean that if you take two run actions...
...this automatically becomes a double move
...your Speed (say 2) from the two move actions is added together (=4) and then you move at a run (4+2=6)

Does this mean you can't benefit from the run +2 bonus to speed for both your move actions? Or is "add the speeds" not referring specifically to Speed, and is just a poor word choice?

yep as I said earlier there was a multi page thread on this very subject. IMC we will stick with slowed making your speed 2 (and a double run allowing you +4 squares, in total for the round) if you want to run (no pun intended ;)) it different, help yourself :)

Or ask CustServ for a random answer :p
