If time management is your biggest imediment to learning the rules, I think that for core concepts that have obvious, black and white answers, you would have faster results first consulting the index of the Player's Handbook. It isn't all that well indexed so the Table of Contents would be the second stop. I bet either of these options are much, much faster than logging onto Enworld, asking the question, etc.

There are even some "if-I-had-written-the-index-this-is-what-I-would've-included" files floating around out there that would lead to answers for which you have questions.

I to have some players in my game who dont have the time to readt the whole book..

I dont mind that, i explain things on the fly and tell them where to find the rules in book..

And the index is your friend!
