Dieties and Demigods - Is there a limit on the spells they can grant worshipers?

Here's my Q - let's say I've got a 24th level fighter, who's just been raised to a rank 5 god. He has no spellcasting ability himself, but it seems (according to the book), that he could be granting 9th level spells to his most powerful clerics...

Or even worse, the 15 level cleric who becomes a rank 1 god, who can't cast 9th level spells himself, can grant them to others?

Is there something I'm missing here?

I'm no expert on Deities and Demigods, but from what I recall on my read through, there aren't any rank 5 gods who are only Character Level 24. They were all Level 60+

It also didn't seem to be necessary for them to have levels in cleric (Who would they worship, themselves?) in order to grant spells so the point still stands to a degree. But, I guess the divine ranks are the source of the spell granting ability (which is described as the easiest part of being divine) not spellcasting ability.

I guess you could rule in your campaigns that deities can only grant spells they can cast themselves. But that seems sort of limiting to deities of war or trickery who would rather have more rogue, bard, fighter or whatever levels than cleric levels. Deities and Demigods is just "suggested gaming material" you can play with it however you like and no one has any right to complain.
 

Only granting spells you can cast is limiting, and the book only suggested that most gods are also 20th level outsiders (in addition to having lots of character levels).

My problem is I want to elevate player characters to god status, and they're non epic currently.
