The print quality was disappointing, compared to all the POD modules I’ve bought. The text is fainter, and the ‘white’ parts of the pages are printed slightly gray.

The rules compendium was amazing.
If you are building out a 3.5 collection to use that's a decent one. I quite enjoyed the mechanics and balance of the at will shifting druids with specific bonuses instead of the x/day polymorphs to specific stats.
I can't answer that question directly, but almost all (if not all) of the 3.Xe and 4e PDFs available for sale are from the original digital sources and are not scans.Has anyone bought these? Are they printed from digital sources, or from scans?
