Maybe try on r/OSR. They might be able to help. At the very least you'll find a lot more recommendations.
I've been searching through several possible reddit channels. My next step is to actually post in those channels for additional help.
It couldn't possible be TWERPS, could it?
Nope, not TWERPS. It was a newer game.

Also, just want to mention @jdrakeh has written some really awesome games. Small but Vicious hack is a really cool dark/gritty fantasy style game, but the real jewel in my opinion is World of the Witch Queen.

It's one of the best examples of the system blending with the setting I think I've ever seen. The way descriptors are used as mechanics is very smooth (and clever). Character and monster development immerse you into the game setting naturally. It's kinda like a very loose rules framework wrapped around a Flexspiel game. I dig it!

It's a fantasy rpg that's only 1-4 pages. The unique thing about it is that classes are made up of about 6 features/skills/spells. So like:

Rogue:
  • pick locks
  • move silently
  • sleight of hand

Fighter:
  • medium weapon proficiency
  • heavy weapon proficiency
  • double attack

Magic-user:
  • fireball spell
  • ice blast spell
  • countermagic

That's not exact or complete but hopefully enough to convey the idea.

Starting characters pick like 2 or 3 things, and each new level you can pick a new feature. . .
Microlite 20 is super-close to this. I'm glad that's not an exact list, because the fighter seems to get the dirty end of the stick.

Side note: it's pretty awesome that TWERPS characters get only a Strength attribute!

Microlite îs great! I'm combing through all the different variants to see if one of them is what I'm looking for... so far no. :(

I'm still on the search for this game. Tonight I stumbled upon this: Dropbox

And when I saw the grid at the bottom it's almost exactly what I was talking about in previous posts. However, in the game I'm looking for it was only the four main classes. But each class had a checklist for abilities like that.

This makes me wonder if it was one of the MANY rpgs created by Grant Howitt. I've tried searching through his games but haven't found it. Is anyone here more familiar with his work? Does the file trigger anything for anyone else?

Still would appreciate any help or leads. Thanks!
