D&D General Dragon Turtles

So many people complain about high level play - a party beneath 13th level has no business seeing the MM Dragon Turtle.

When I last used one, I did give it legendary resistances and legendary actions (1 for a claw attack, 2 for a bite, or 2 to generate a 15 foot tall wave from existing water that goes 45 feet and deals 6d8 bludgeoning - otherwise similar to the tidal wave spell). I also make all dragons, including dragon turtles, spellcasters. However, all of those additions were irrelevant.

The PCs saw the Dragon Turtle in the distance, and then an hour later it engaged in a surprise attack, destroyed the bottom of their boat, and then filled the entire ship with steam before diving under the waves. The PCs escaped with teleportation, but the crew died and the Dragon Turtle looted the ship. Sections of ship bottoms have AC 15 and 27 hps per the DMG... pretty easy for a dragon turtle to destroy with bite and claws. The PCs understood what took place, but didn't even try to engage. They were 16th level.

Looking back at my original D&D books and the Dragon Turtle was like the Tarrasque, a force of nature. It has definitely been nerfed as the subsequent editions came out. I wonder why? It's an awesome concept.
I always saw Gamera as the probable inspiration for the Dragon Turtle. All the Dragon Turtle needed was to be larger and have the ability to fly.

Also tusks and the ability to shoot fire(works) out of its arm and leg holes when spinning in the air.
