I was reading throught the rules for wildshape and it says "as polymorph except as noted here"

Just for clarification, that means no matter how high a druid's level becomes, they can only assume forms with 15 or fewer hit dice?

No, because the limit was removed as noted there. Specifically, "The new form’s Hit Dice can’t exceed the character’s druid level." So, as long as the druid is not trying to exceed his level, he can exceed 15HD.
