Dual Implement + Two Weapon Fighting

Let's say a Swordmage is wielding a +1 longsword and a +1 short sword, has Dual Implement Spellcaster and Two-Weapon Fighting.

DIS:
Benefit: When you use an arcane attack power and you are wielding a magic implement in each hand, you can add the off-hand implement’s enhancement bonus to damage rolls.
Both of your implements must be usable with this power, and you must be capable of wielding both implements, to gain this benefit.

TWF:
Benefit: While holding a melee weapon in each hand, you gain a +1 bonus to damage rolls with your main weapon.

1 - If he uses the +1 longsword as an implement, does he get the +1 bonus to damage from TWF?

2 - If he uses the +1 longsword as a weapon, does he add the enhancement bonus of the +1 short sword?

Yes and Yes. It's expensive, but it's one way to give a Swordmage a few more points of damage. For Implement spells, this is a huge win. For Weapon spells, you might have been better off with a Fullblade in a lot of cases.

If you're willing to sink a few more feats take a defensive double weapon and two weapon defense and you're not even giving up any AC for it.
 

My reading was that to gain a benefit of Dual Implement, the power had to be an implement power. I see that's not explicitness spelled out - the power only needs to be Arcane.
