Dual Weilding Quickdrawn Thrown Weapons

The PHB states too that you get an additional attack using a weapon in your offhand. It does not say melee attack.

Honestly, it's not overpowered either. Throwing smackdowns may be nice, but most archers can best them and they hit a lot better.

Would you mind posting the text about dual-wielding crossbows? I cannot find it in the SRD, perhaps it's only in the PHB.

You just need to know where to look...

Crossbow, Heavy: A heavy crossbow requires two hands to use effectively, regardless of the user's size. Loading a heavy crossbow is a full-round action that provokes attacks of opportunity.
A Medium-size or larger character can shoot, but not load, a heavy crossbow with one hand at a -4 penalty. A Medium-size or larger character can shoot a heavy crossbow with each hand at a -6 penalty, plus the usual -4 penalty for the off-hand attack (-6 primary hand/-10 off hand). The Two-Weapon Fighting feat does not reduce these penalties because it represents skill with melee weapons, not ranged weapons. The Ambidexterity feat lets someone avoid the -4 off-hand penalty (-6 primary hand/-6 off hand).

Though as I said, I'd be quite willing to let someone dual wield small thrown weapons (ie no dual javelins etc)

So how does this work with the whip?

It is supposed to be treated as a ranged weapon which you keep in hand. (Does this mean you can use rapid shot with a whip?)

And would you use the heavy crossbow clause when dual wielding two whips?

Absolutely. And Point Blank Shot for +1 Attack and Damage within 30 feet (ie, always), and Precise Shot if you don't want a -4 penalty attacking an opponent who is in melee, and Shot on the Run if you want to move-whip-move.

Far Shot increases the range increment of the weapon, and a whip doesn't have a range increment... but all the other Ranged Feats work just fine.

Yes. You would get one extra attack for attacking with two weapons, but you could not use the TWF feat to reduce the penalties below -4/-4.
