I'm really very green with this stuff, so please go easy.

I've got a bunch of four 'mini-movies' (VTS_0[1-4]_0/1.BUP, IFO & VOB). They play perfectly, as is, or burned to a DVD, but (as I found out post-burning) there's nothing before or between them (i.e., no menu, no breaks etc.)

So, how do I put a menu in there? Any programs I might need, preferably freeware? Windows or Linux is fine, but right at this moment Windows XP would be the OS of choice for the software.

Well, what I have is titled 'Roxio Easy CD and DVD Creator 6', but I think a version 7 may have come out since I got it. It's quite easy to use, and I've used it to create data DVDs, menued DVD movies, and just now a DVD of the Knoppix Live DVD distribution, which I was able to use to start my computer as a Linux machine.
