I'd say no, mostly because it's not a permanent feature of the character. If you always have it on, it might seem permanent, but since it's dispellable, it's not. Neither is the Headband of Intellect, even if you sleep in it; you could take it off for a shower, and then you'd have to refigure your skill list*.
* - If the DM were feeling generous, that Headband of Intellect could connect you with the Akashic records, and provide ranks in 1-3 random Knowledges appropriate to your level (in that as you get more experienced, you can access the records better). But that'd only be if I were feeling generous.
Same for followers/cohorts and a Cloak of Charisma/Eagle's Splendor; do some of your followers decide you aren't really cool when you take off the Cloak to get it dry-cleaned? Do they then change their minds when you put it back on? Does your cohort suddenly abandon you since you're not buff enough to have them while the cloak's out for dry cleaning?
It's things like that that really make those not affect the character in any permanent way. Those effects temporarily raise the attribute for the purposes of die rolls involved (including using skills, Canny Defense, and Divine Grace), but should not do anything else.
