if you have a +9 Keen Longsword, how much is it....
is it a +10 epic weapon costing 2,000,000
or is it a +9 epic weapon costing 1,620,000 with anoter 2,000 gold added to that for Keen being a +1 (non-epic) enhancement.....

No, once the item is considered epic, it is epic for everything from there on.

Also, addin keen to just a +3 weapon is more then just the +1 bonus. You pay the difference between +3 andf a +4 weapon.
 

what about an epic set of bracers with +8 str and +6 to con, as it states in the ELH only the +8 is treated to epic costs, the +6 is normal cost.... is a weapon not similar... with the +9 being treated epic and the keen being treated normal... i know that doesn't sound right, but i'm jus trying to sort this out exactly.

Weapons are done differently then wondrous items. For a weapon you add up the total +'s do determine final price. If any of them is "epic" then you use the epic costs. Wondrous items are priced by each individual power (with each power past the first added on at an additional cost, usually double).
