A fellow DM argued that if you allow shocking/flaming/etc to stack, then it would make all of the burst enhancements worthless. Is there any validity to this?

Not as far as I can see. Although perhaps he's working off the rule that a burst weapon only functions on a crit.

Flaming burst is 50% better on a scythe than on a longsword, but adds less than a quarter the total damage of flaming. I rest my case.

As odd as it sounds, I don't think you can have double flaming. You can have shock flaming, but not the same thing one twice. None of the enchantments you can have apply twice to a weapon.

i would go with not being able to stack the same qualities on weapons.

the closest thing i can find in the DMG is on page 185. look at table 8-15. under **, it states that you should reroll if you get a duplicate special ability.

i'm assuming that means you can't have a weapon with the same ability.
