You got it backwards. Lightfoot halflings are knockoff Kender. Halflings have been Kender since at least 3e, because it turns out knockoff hobbits don’t make great adventures.

I would rather something like Pathfinder 2:
+2 Dex and - 2 Str, or +2 Dex and -2 Wis.
+2 Dex and - 2 Str, or +2 Dex and -2 Wis.

They'd probably get more adjustments than almost any other species.
-2 Str, +1 Con, +1 Int -1 Wis, -1 Cha, +2 Dex if I was hell-bent on a net +0 total.
If I didn't care about the adjusts adding to +0 it'd be more like:
-2 Str, +2 Con, flat Int, -2 Wis, +1 Cha, +3 Dex
They'd have an alignment restriction as well: only Chaotic (any) or pure Neutral.
