My current running theory is that the device could not be powered by Peter when he was over there because his polarity (or whatever you want to call it) is in alignment with the world. He needs to be strapped into a device built over here where his polarity is in opposition to the world. Walternate had his agents place components for the device over here as a big ploy to get them to build the device that will lead to their own destruction.
