Giving twin strike to a fighter

The question is, are you constantly buying upgrades for your dual frost weapon tech as you level?
Resell value being 1/5, it adds up. Stuff like the bracers or gauntlets are once-off.
Investing in 2 weapons is an expensive prospect.

I think you're overstating the difficulty here. While it might be slightly more difficult to keep two weapons up to date, it's not like new weapons are needed every level. If you're interested only in frost, the upgrades come at every 5 levels or so, which is more than enough time to keep them up to date.

I'm not overly fussed.
Twin hammers is much easier to keep up to date than mismatched frosties .. you'd simply buy a weapon another +1 up, and off-hand-me-down.

So it's a viable build, but hardly overpowered.

Personally, if the question is whether to get twin strike (and other ranger powers) vs. a paragon path, I'd rather be a kensai.
 


Yep, kensai is pretty nasty with the +4 damage bonus.

I am kind of disappointed that the fighter class which seems built to tank has 3 paragon classes that want to be strikers instead.
 

The question is - why not approach it from the other side? Is there a reason that you can't just give unarmedness to a ranger to get your two-weapon guy?

Yeah that was the option presented in a recent WotC article and it looked like it would work pretty well.

In my case, I'm looking to convert a specific 3e monk character who is high strength, likes to grapple and fills the defender role in the party. That's why I'm looking at some modification of fighter. Frankly, I don't see bringing his flurry of blows over as twin strike as essential for the concept, but I was playing around with the idea to see if it's plausible. (He might just be happy with Cleave renamed "Flurry of Blows" with the footnote, "Flurry only possible when first punch hits, and second punch not as strong...")
 

If you give him a new 'flurry of blows' at-will that has the requirement unarmed-strike only, it shouldn't be a problem. All the issues of stacking up magic items and lasting frost vulnerabilities and other such wierdness disapear. He gets whatever goodies from feats or whatnot to improve his unarmed strike as you care to dream up, but that shouldn't be a problem (and, if it is, you can adjust the homebrew stuff).

Twin Strike (Ranger) does show itself to be mathematically superior to Careful Strike (Ranger), and Careful Strike is identical to Sure Strike (Fighter). The impression I get of Sure Strike is that it will only be taken by Human Greatweapon Fighters who don't have any use for Tide of Iron. So, arguably, Twin Strike probably shouldn't go to a fighter. Another objection to it is that a Defender Fighter could use his shield as an improvised weapon to take advantage of it without giving up his weapon-and-shield perks. But, if, as you clearly intend to, you limit it to unarmed attacks, and keep the power of unarmed attacks in line, it shouldn't be a problem.

Indeed, the unarmed version would have its "[W]" limited to 1d8/1d8 probably, and could be limited to 1d8/1d6 I suppose. And while I haven't fully decided about how to handle the lack of "magic fists", I'm leaning against magic brass knuckles/ki straps and so forth, and just giving a flat +1 every 5 levels (or whatever it is from that "expected bonuses per level" table). That should definitely help keep it from getting out of control, and as you say, it could always be adjusted later if in play it turns out too good.
