Yes of course. 0.5 are not results you can roll on a die. The 'average' is rounded up in favour of the player.

I just had to replace my entire dice bag because they started doing that. One d6, in particular, rolled 4.167 every single time.

I think my groups have always been "roll it either way, choose each level" groups, as far as I can tell. I can't be sure as I've never chosen to take the average.

Next time I DM a new campaign I was planning to allow folk rolling HP to reroll 1s, because I noticed them doing this on the second campaign of Critical Role, and although my first impulse was to think "what nonsense is this? Play real D&D!!!" my second thought was realizing that rolling with rerolled 1s made rolling and taking the average statistically equivalent rather than (statistically) rewarding taking the average, and I appreciate the elegance of that.

I usually suggest to take average HP after level 1, but if you want to roll and take the risk then go ahead.
