Do warlocks overpower wizards in practice?
if they are getting per encounter recharge or close to it.. yes very much so. Take an example of a level 11 warlock across a 6-8 encounter day, that works out to 18-24 5th level slots if per encounter. If the GM manages to dial that back to only every second or third encounter it drops to a still deific 9-12 & 6-8 5th level slots plus agonizing repelling blast devils sight and lets face it an imp.

Proactively answering the oberoni rooted question about why the gm doesn't do something to limit that recharge. You only need to look at the RAW wording of those resting rules & the relative difficulty involved in shutting down a rest attempt without adversarial GM'ing or fiat.

Sounds like pretty bad design if anything manages to be more broken than the wizard. Much better methods to resolve that than just making them into bad wizards though.

Choosing the long rest twice per level, the math is constant and optimal for both long and short rest classes.

Warlock always get the short rest, and Wizards refresh when they decide they really need to.

There is no 5 minute work day because if the Wizard spends all of their resources at once, the rest of the level becomes painful and deadly.
 

Weird that they didn't build that into the rules in a mechanical way.
Rather than force rests at certain times of day the rules allow a table to tell a much wider variety of story around rests, stories that mimic the rest periods typical of those who do the things which are closest to the life of adventure our heroes in the game do.

Those bold bits are the problem with everything else in your post. You wrote it as if the heroes are standing as equals but short rest nova classes are very much more equal. The gm also has very little say over short rests when they disagree with players

"Rather than" suggests you think someone is talking about mandatory rests.

My table isn't at war with each other trying to outshine one another so I haven't ever encountered these supposed issues
