How on Earth is this magic item costed out?

If it helps, the "Swordbow" (Races of the Wild, p. 171) Mavrik mentioned above works out to a +2000 gp cost. It has Shrink Item as a prereq and allows you to change between the two forms as a free action- even allowing change between bow and sword attacks as part of a full-attack action. The sword and the bow are individually priced according to their enchantments and then the Shrink Item switching part is a +2000 gp add-on.

Hope that helps. ;)

Dcollins - my post wasn't meant to dismiss your comment; the answer was, basically, it's a judgement call based against the items found. It won't always work out well. FoxWander's post about the Swordbow is precisely what my PC did; he took his ancestral relic, we agreed that it was the equivalent of a +1 enhancement, and fwack! It's a bow! It's a sword! It's a bow again! Worked out just fine.

And, yes, I know that somewhere you have to have a starting point, but why is a long sword 15g and a suit 30g? Who knows? That's some Armani right there. I was being sincere when I thanked you for your input; I was being a smart--- when I did it, that's my bad. Didn't mean to cause you grief or have you repost.

Thanks again!

The other problem is, that once again they have forgotten that there's no such thing as a +1 staff.

Is it a +1/+0 staff, or a +1/+1 staff? All double weapons should have both ends statted out.
