That was the case in 2014 5e as well, it was just in the DMG rather than the PHB.

More seriously, partial hexes require specific rulings. Nothing dramatic, of course, but something that has to be accounted for.
EDIT: I've dealt with plenty of partial hexes in GURPS, HERO and wargames![]()
