Hey, I just had an idea... if every stat has a 01-99 range in addition to the base number, you could require a fraction of a Con point based on the power of the item.

There's some precedent for that--Cf. the cavalier, Hackmaster, and numerous homebrew campaigns.

There would be no need for potions, scrolls, and even wands--these are just resources that let you save up spells and use them later.

A simple +X weapon might cost X^2 points of fractional Con, or Xd6 points.
