No, since as you noticed, it says, one attack per target.

One creature can't simultaneously be two different targets.

That's basically the point of the power. You can attack two guys withing range, which is a big boon. I don't have my book, but I'm assuming it's range 10. So you could hit two guys, one 10 spaces in front of you, and the other 10 spaces behind you, at the same time. That's something you couldn't do with an AoE.

To balance that though, you only get one attack per target. So if there's just one guy, like in a Solo encounter, it won't put out as much total damage per use. Still a good power though because most of the time there will probably be more than 1 enemy in the encounter.

As a GM, I would probably allow it to target a creature like an ettin or hydra twice, since those monsters have powers that make it feel like two or more creatures. Flavor-wise it sorta makes sense too.
