Well, I'm not sure how much clearer we have to be. A 12th level PC with 200,000gp has way too much stuff. Period.

These "Monty Haul" PCs you keep putting up are strawmen. They are completely spurious examples. Of course a PC with sub-optimal equipment choices is less powerful than one with better equipment (and more wealth---400,000gp!!!). What does listing that out prove???

Nothing, that's what.

On average, PCs should have 88,000gp of wealth by 12th level. On average....but you are free to play anyway you like. Your PCs are just over-powered and atypical, that's all.

You see, NPCs have different wealth than PCs. Completely different. Check out DMG (3.5e) p. 127 NPC Gear Value

The wealth levels matter; they're part of the balance of the game. This is completely intentional, and relates to APL vs. EL.
 

no no no the pc has to buy at market price all equipment magic etc....non magical making pc's get 150,000 total gp worth of stuff spell casters get 200,000 and this is already taking into consideration they make magicals..they must buy at market price all magical

Sure, I'd say 150K to everyone. The mage can make his own and be 6k short on XP. That's a hella-deal right there. ONLY 200k? If they get 150k then you could (and should) make 300K woth of items.

that cost is actual for the number of pages used in the spellbook.

and spellbooks only have 100 pages.

so the wizard in question might have to purchase a few more books.

which are again even more costly.

ok so this guy is monte hall and I kept it pretty basic and he is over 400,000

a norm fighter with the 200,000 limit

a few potions = 3,000 gp
ring of Mind shielding 8,000 gp
ring of Protection +4 32,000 gp
rod of flame estinguishing 15,000 pg
Bag of holding type I 2,500 gp
Cloak of resistance +3 9,000 gp
Horseshoes of speed 3,000 gp

this is already over 160,00 so now he needs a mount supplies, tools weapons A home maybe
equipment etc etc.no where close to over powered!!!

Yeah, and compare that to the 110k a normal 13th level character has or to the pathetic 35k a 13th level NPC has.

Tools, equipment, mundane back up weapons, and a normal mount can cost under a 1k gold, unless you go crazy with a MW mighty +4 bow.

Due to the insane costs for property, we generally handwave things like houses. When peasant huts are 1000 gp, something is wrong. Of course, that only goes for normal property. If your high level character wants to own a house that isn't an easy target for 5th level characters, much less high level foes, then he has to start paying out. But if he doesn't, well, have fun coming home to a house that your enemies have loaded with glyphs and explosive runes.

These are the prices for purchasing scrolls and scribing the spells into your own spellbook. You would have to gain DM permission to assume you can find another wizard willing to let you look at their spellbook - their willingness to do so could vary greatly from campaign to campaign.

I would like to see someone post their 13th level pc Wizard with 88,000 worth of everything put together......Thats 1 cloak of the Archmagi and 1 low to mid ring thats it....
please post your character, any character even a 13th fighter, barbarian at 88,000...maybe by the book it says one thing but unless your playing in a low magic campaign (which we do 1/2 the time-and thats my favorite) then I would say its almost impossible.

For any one to suggest 88,000 is the average 13th or even 12th level pc I would say again maybe your reading that in the book but you would almost surely be killed by this level if your playing with that or you are loosing magics somethings going on.
