Is activating the flaming ability, on a flaming weapon a standard action?

The FAQ is often useful, but it is still open for some level of debate -- it's the product of one guy, Skip Williams, not "the designers" in general. There have been things put in the FAQ that were later retracted.

Some have claimed that the FAQ is reviewed by the "design council", but I've never seen any actual evidence of that (names, references by Skip, etc.).

Ok, I stand corrected, consider it house ruled then. I just can't imagine it taking a standard action to light each arrow for your bow. Means flaming arrows are nigh useless to an archer with rapid shot.

That's why you put the flaming ability on the bow, not the arrows. That's why the bow imbues the arrows with the flaming ability.

That may be, but there are still a lot of flaming arrows out there listed a streasure. If you wish to get technical, then how would you handle shuriken? You don't have anything to enchant there like the bow, yet you still throw multiple ones a round and you enchant them as ammunition.

But on a technicality, the sheath is now the weilder. And since your scabbard is not attacking you with its sword and the sword is not damaging the sheath....

Where is it listed as treasure in WOTC products?

Not all weapons are effective with all enhancements. Shuriken in particular.
 

So, Smurf, if I activate my 50 +1 Flaming arrows, I can hold one and the rest instantly do 49D6 to me? Yeah, that sounds like it's what the designers wanted...

I can see it now, charm the troll, get him to hold your quiver of arrows, turn them on and watch the equivalent of 5 fireballs go off only on him. Blamo !

All silliness aside, we play that you have to activate a weapon (or 50 if it's ammo) with a standard action. Then, it's on (and harmless to you and your gear) until you put it down or turn it off.

Our wizard has had his flaming staff running for a LONG time. He actually kept us all warm once with it (but not himself, as he is immune to the fire).

[shrug] I wouldn't let you activate a weapon you weren't holding.

As an aside, the first time I learned of the "standard activation to ignite a flaming sword" rule, it really annoyed me. But the more I think about it, the more I'm okay with it. You're usually only going to have to turn it on once, when you first start down into the dungeon/caves/crypt/etc. Then it's on for the whole time, no fuss, no mess.

But occasionally, you're going to get caught in a compromising position. You'll be attacked while you're sleeping, or ambushed at the dinner table, etc. In such a case your weapon will require some time to charge up to full power, just like your armor will most likely need to be put on. Or you can go without in both cases.

I think I just like the idea of every so often having to fight at less than peak efficiency. It changes things up, and makes for a more diverse story.

Of course, you can get armor enchanted with the Called special ability, so I may introduce a similar ability for weapons in my next game. Rapid Ignition or some such, that for a flat gp fee allows a weapon to be activated as a free action.
