Is "extra damage" a game term?

Your weapon specialization quote is part of the description, not the benefit of the feat.

Your quotes regarding immunity to critical hits works slightly, however in the actual description of critical hits there is no mention of the multiplied damage being extra, but just being multiplied.

Well, the important thing is probably extra dice, since both examples from the Penetrating Shot feat are specifically extra damage from dice only.

That's true. A pretty odd place for a game term used "consistent[ly] and purposeful[ly]" in the rules, yes? But if it's just plain English it works fine.
