Is there anything that sort of mixes tanglefoot bags and arrows?

I had a character who loved to throw tanglefoot bags, and loved even more to pepper his enemies with arrows. I would especially love a way to combine those two. Any suggestions?

RAW, you can't make spell-storing arrows. Does anyone think it would be fair to get, say, a +1 spell-storing tiny dagger, and lash it onto the end of an arrow? Or maybe just make spell-storing arrows I can put entangle into? My character's not an elf, so while arcane archer is the easiest solution, it's not an option for me.

How about just a tanglefoot arrow? Too weird?

As house rules, sure.

Hardly, considering all the other things in the game even before magic enters the picture.

According to the SRD, single-use, use-activated items (such as potions or spellcasting arrows) should cost an amount of GP equal to spell level x caster level x 50, or 50 GP in this case. In fact, the SRD specifically cites "swinging a sword" as a type of use activation--firing an arrow would seem to be a pretty good approximation. Go here and scroll down to the table entitled "Estimating Magic Item Gold Piece Values" (there isn't a direct link to the table, surprisingly enough).

Have you considered shrink object + a custom arrow head to hold the shrunken object?

It wouldn't deal any damage -- the "delivery mechanism" would simply ensure that the payload struck the target, if the arrow hit -- but it could deliver any shrunken object. Like a bonfire... :]

There were a bunch of sweet alchemical arrows in CAdv. Was there not something like that in there?
Checked it... no entangle arrows there. These capsules are not meant for tanglefoot thingies it seems.

Dragon 349 apparently featured "tanglefoot bolts."

Bolt, Tanglefoot

Crossbows – Light, Heavy, & Repeating

Bolt with an alchemical glob on the end.

50% range, no damage.

Target become glued to itself & its suroundings, receiving a –2 penalty on attacks & –4 penalty on Dexterity and must make a Reflex save vs. 15 or be stuck to the floor & unable to move.

To break free of the floor takes a Strength check vs. DC 27 –or– 15 hp of Slashing damage. To scrape the goo off the target’s body, the target or an ally must do “scraping” damage equal to 15 hp. The target can then move a half speed.

The goo lasts 2d4 rounds.

60 gp

4 lbs
With this precedent, I'm sure you can make up some tanglefoot arrows with very little work.

There's also an item in the Magic Item Compendium that lets you T-bag someone three times ber day at a range of 100 feet. Can't remember the name, though. Ah! The rod of viscid globs. 2,000 gp.
