Okay, so I've decided Round Six will be the last round. Doing this is taking up too much time.

Whatever value the NPCs don't get will be paid to them out of the city's coffers.

I'm going to let @MetaVoid take all of the remaining vial of posion. 5 black adder vials included in round 5 and the rest in round 6.

I think it would be a good idea to keep at least one item that has the insignia of the Loyalists. There is a set of chainmail.

Good if we want to forge it for disguises, to use as a symbolic link for a scry spell, etc...

There are 5 sets of chainmails that include armguards that are emblazoned with the symbol of the Loyalists. The guards are not going to pick those items, so they will go to the Exemplars.

Burchard took the one heavy steel shield with the same symbol. He's going to have it altered/painted over. It was too good of a shield for him not to take.
