Lightning Lady Lich - Will She Wipe The Party?

I've come up with a name for my lich... Sachara Veil, Lady of Lightning. I've also made some of the changes suggested... in particular, I've put the orbs as zones, added a healing surge sap on the Sap Energy power, and given the chain lightning a third target. The other small change is to Static Fling; I added the ability for that power to be used on objects in a very powerful way.

I also have a pre-lich version of her prepared. I've toned down most of her powers so that almost everything improves when she becomes a lich. I intend for the PCs to meet her several times (potentially in combat) before she does her ritual and becomes undead, so putting together a competent stat block for her is important.

One of the biggest changes to Sachara in this version is that Static Fling does not move creatures, only objects. I want Sachara's transformation to be dramatic, and an easy way for that to happen is for a power that was trivial at first to become much more dangerous in a later combat. Also, the size of most of her powers have been trimmed down.

Sachara Veil, Lady of Lightning (pre-lich) - Initiative: +10 800 xp
Level 9 Elite Controller - AC: 25 F: 23 R: 23 W: 27
HP: 184 Bloodied: 92 Surge: 46
Saves: +2 Action Points: 1

Chain Lightning Ranged Basic, Standard, At Will * Lightning
Range 10: +14 vs. Reflex; 1d10+5 lightning damage, and the bolt jumps to a second target.
Secondary: Range 5: +15 vs. Reflex; 1d6+5 lightning damage.

Static Fling Minor, At Will *Lightning
Range 10: +15 vs. Fortitude, targets objects only; Target slides 2 squares.

Orb of Lightning Standard, Recharge 5, 6 * Lightning
Range 10: Sachara Veil conjures an Orb of Lightning which lasts until the end of her next turn. The orb occupies one square, and has an aura 1 zone around it. Any enemy who starts their turn in the zone is subject to an attack.
Orb Attack: +14 vs. Reflex; 2d8+3 lightning damage
Sustain: minor. Sachara Veil may have multiple Orbs active at the same time.

Nova Standard, Encounter, Recharges when first bloodied * Lightning
Close Burst 1: +12 vs. Fort; 2d4+5, push 1 and knock prone.

Second Wind Standard, Encounter * Healing
Sachara Veil may take a second wind, regaining 46 hit points. Additionally, until the end of her next turn, all her defenses are increased by 2.

---

I'm a little concerned that she'll be too weak, even with the other creatures showing up in the encounters, but I'm not sure what to add. Ideally, I'd like to give her a somewhat potent power that she would lose when she turns to lichdom. Any ideas would be appreciated.

Certainly!

Changes:
Sachara Veil, Lady of Lightning, Level 9 Elite Controller (Leader)

Replace Nova with Bioelectricity.

:area: Bioelectricity (standard, recharge :6:) * Lightning
Area burst 1 within 10; allies in burst gain a +2 bonus to attack rolls and deal an extra 5 lightning damage on a hit (save sustains).

Changes:
Lightning Lady Lich, Level 11 Elite Controller (Leader)

Add the Positive Charge power.

:ranged: Positive Charge (minor; at-will) * Lightning, Necrotic
Ranged 10; target ally makes a charge attack. The attack deals an extra 5 lightning damage if it hits.

Rename Sap Energy to Power Sink.
Replace Nova with Negative Charge.

:melee: Negative Charge (immediate interrupt, when an enemy moves adjacent; recharges when the lich makes a successful power sink attack) * Lightning, Necrotic
+12 vs. Fort; 2d4+5 lightning and necrotic, push 1 and knock prone.

I like this power very much. It really gives her a way to affect her allies (undead and elementals) that would be plausible for her to lose once she becomes a lich.

I'd prefer to keep Nova, and just add this as an additional power. I think knocking people prone and pushing them away would be too frustrating if it were an every-other round power. She can't be without it, however; the push and knock prone effect makes it so she can make a getaway if she's taking a beating.

This seems like a good idea, but I'm concerned with putting too many powers on her. I like that this is a minor action, though.

Any particular reason? I think both names have a certain electric feel, and Sap Energy seems more 'lichy'.

See the notes above. I think this would come up too regularly, and become very frustrating.

I might give her a recharge teleport power as an immediate reaction though; she doesn't have a lot of mobility otherwise.

Thanks! She seemed like all she needed was a support power.

Fair enough; see my version for the lich below, though.

It's her replacement for Bioelectricity in terms of a "helpful" power, but it's all in the flavor description; her ally isn't so much charging as she's Static Flinging him into one of the PCs. Also, more options for a named villain is rarely a bad idea.

I just came up with it off the top of my head; "Sap Energy" just seemed a little generic. If you hadn't noticed, I like pun names; I decided to make it more electric-themed. Replacement ideas: Drain Energy? Power Outage? Low Battery? Actually, that last one gives a great mental image for this girl.

:melee: Low Battery (standard; encounter)
Male target only; +12 vs. Fortitude; 1d4+1 damage and stunned (save ends).
Aftereffect: The target is slowed (save ends).

I might give her a recharge teleport power as an immediate reaction though;
Why not merge Nova, Negative Charge, and a teleport all together?

:close: Thunderous Retreat (immediate reaction, when the lich is hit by a melee attack; recharges when bloodied) * Thunder, Necrotic
Close burst 1; +12 vs. Fort; 2d4+5 thunder and necrotic, push 1 and knock prone. Hit or Miss: Teleport 5 squares.

"A smell of ozone fills the air, and the hair on the back of your next stands on end. As your attack hits home an enormous lightning bolt suddenly strikes the lich, disintigrating her and knocking you back! An identical bolt strikes not far away and she reappears among the light and noise, cackling."

If you do decide to do this, I suggest giving Positive Charge the name Static Charge instead, seeing as there's no more Positive/Negative pun to be made.
