Also, for the most part, many of them you can choose to use. Even fame. If I were to run a home game, I wouldn't let the players choose anything I exclusively would have to activate.
I dunno. I think the Enemy complication and the Love Interest complication are both pretty cool. If the player could activate Enemy, that would be kind of lame "I activate my Enemy complication, so now we have to fight my Enemy!" and Love Interest probably works better if the GM handles much of it too. I dunno, I would tend to be the opposite of you on this, actually, and I would never give HP to overeager players who keep trying to activate their complications on their own. As the book says on page 123 "The GM decides when a particular complication comes up, although you can offer suggestions on suitable opportunities".
Now, to supplement that, I will add that I plan on making myself a complete list of all the complications of all the players in my game so that I can fairly adjudicate this duty.
