Looking for a PEACH for a homebrewed racial power

I am creating a race for my homebrewed campaign world and would like feedback on the racial power for one of the races. PEACH

Life Drain Touch?
Your touch can drain the life out of your enemy, and place it within you.
Encounter........Healing, Reliable, Necrotic
Minor...................Unarmed Melee

Target: One Creature
Attack: Strength +2 vs. Reflex, Constitution +2 vs. Reflex, or Dexterity +2 vs. Reflex.
Hit: 1d4 + Constitution modifier damage and you gain temporary hit points equal to the damage amount. If you hit with this power the first time you attack with it in an encounter you may also spend a healing surge.
Increase to +2 bonus and 2d4 + Constitution modifier damage at 11th level, and to +6 bonus and 3d4 + Constitution modifier damage at 21st level.
Special: When you create your character, choose Strength, Constitution, or Dexterity as the ability score you use when making attack rolls with this power. The choice remains throughout your character’s life and does not change the power’s other effects.

Nothing wrong with the concept. It is probably a decent bit better than standard level 1 encounter powers. I think the damage and the temphp concept is ok. As a non-weapon melee attack power starting out against a NAD defense the +2 is appropriate.

Giving it reliable and expend an HS both do put it a bit above other starting powers. It will wane with higher levels though since it has no way to get an enhancement bonus. A natural issue with all 'touch' type powers. So probably at high levels it will basically not be much used since around paragon you will start to have a hard time hitting with it and by that point releasing an HS isn't a huge deal (though it is nice that it does so without needing another action to be spent).

Overall I think it is going to be pretty strong at low levels, usable at paragon, useless at epic. What I might do is knock out the reliable and the HS features and add them back in as racial feats, probably also with a tier scaled to-hit bonus so it can actually land a hit at say epic. Reliable means at that level you will EVENTUALLY hit with it, but it wouldn't be a sensible choice vs definitely hitting a couple times with an at-will. Or you might even leave the reliable, I kind of like reliable, though it was really meant to make missing with your daily not such a sad thing.
