Wouldn't that just mean that Psionic Combat is a whole different game in itself? Seems like a lot of load for ONE type of characters.
The game within a game was one of the best things about being a psionicist. It added new levels of strategy to the game. Depending on the setting, there could easily be parties where everyone had psionic powers. Take a look at the original 2E Dark Sun campaign.

Sure. Psionics in 1e was essentially a whole 'nuther game played only by psionic characters - but, then, Thieves &c played a whole 'nuther %-based exploration game, and casters a whole 'nuther resource-management game, and name-level characters a whole 'nuther stronghold-management game - in addition to the d6/turn-based exploration game, d20/round-based armed-combat game, %/segment-based unarmed-combat and other mismatched sub-systems/games-within-games played by all characters.

Because 5e got back to the simplicity of 1e, after the incredible complexity of 3e & 4e.
