This class is open to comment/discussion, and I fully expect one of the first things that people will notice is that it is not arcane only per se. I feel this class in on par with the Forgotten Realms prestige classes; however some of you should feel free to disagree.

+1 Caster Level: This class gives +1 Caster Level at every level. To determine the spells per day/known, simply add your Metamagic Master level to your base spellcasting level. If you possess more than one spellcasting class, you must choose which class to apply +1 Caster Level towards.
Instant Metamagic (Su): A Metamagic Master can apply a metamagic feat he knows on a spell at the time of casting, without preparing it beforehand (if a spellcasting class that prepares spells) or increasing its casting time (if a spontaneous spellcasting class or cast spell). If a prepared spell, the metamagic feat is applied, except the spell uses the same spell slot, and therefore does not increase in level. If the Heighten spell feat is used, the spell increases by one level, but occupies the same spell slot that the spell was prepared in. A spontaneously cast spell applies the metamagic feat, thereby increasing the spell slot taken by the spell, but does not increase the casting time of the spell as would normally be the case when applying metamagic. This ability may be used only in conjuction with a metamagic feat that modifies a spell level by one slot or less, such as Extend Spell, Enlarge Spell, Energy Substitution, for feats the Metamagic Master actually knows, and may not modify a spell with the appropriate metamagic over the level that the Metamagic Master can cast. For example, Boom-Boom, a wizard 8, memorizes a Fireball in a third level slot. When he casts the Fireball, he decides he needs some extra range and uses his Instant Metamagic ability to apply Enlarge Spell to the Fireball
The Fireball is therefore Enlarged, per the feat. If Boom-Boom were casting Fireball spontaneously (as a sorceror) then the Enlarged Fireball would use up a 4th level slot, but only take one standard action to cast.
Craft Metamagic Rod: A metamagic master may craft metamagic rods as if he possessed the Craft Rod Feat. At 2nd level, he may make Lesser Metamagic Rods, at 5th level Regular Metamagic Rods, and at 7th level Greater Metamagic Rods. This class ability may only be used to craft metamagic rods, not other types of rods
Bonus Metamagic Feat: At 3rd, 6th, and 9th level, the Metamagic Master learns a bonus metamagic feat.
Metamagic Miser: At 5th level, a metamagic master has honed his ability to apply metamagic feats to his spells to another level. When determining the the spell slot increase for a metamagic feat, the cost is decreased by one, down to a minimum of one. This ability may not be used with Instant Metamagic. For example, Boom-Boom, the wizard 8, may prepare an Empowered Fireball in a 4th level slot. He can not use his Instant Metamagic ability to apply Enlarge to his Empowered Fireball. If Boom-Boom memorized a basic Fireball in a third level slot, he also can not use Metamagic Miser and Instant Metamagic abilties together and cast an Empowered Fireball on the fly.
Spontaneously cast spells use a lower level slot, but are full-round actions to cast as normal. The Heighten Spell feat may be used, abiding by the restictions listed here. Miser Mastery, the 10th level Metamagic Master classability, replaces this ability in all respects.
Metamagic Secret: After experimentation, an 8th level Metamagic Master has unlocked the art of continually applying metamagic. He chooses one spell to be permenently modified by a metatmagic feat he knows that would normally modify the spell by one spell level or less. The spell does not use a higher slot or spell level as normal, and does not increase the casting time of the spell if spontaneously cast. Not only does the spell gain this metamagic feat, but also it may be modified by the same metamagic feat twice. This is an exception to the rule that
a metamagic feat may be applied to a spell only once. Further application of metamagic to the spell chosen for this ability may increase the casting time and use up higher spell slots as normal.
Miser Mastery: At 10th level, the Metamagic Master has such skill that whenever he uses a metamagic feat, the feat's increase in spell level is reduced by one, down to a minimum of one (this can't reduce an increase to less than one level or less than zero levels if the increase is already zero). This ability replaces that of Metamagic Miser. For example, Boom-Boom, wizard 14 could cast an Empowered, Maximized Fireball in a 6th level slot.
